LOTFA Second Quarter Progress Report 2016
LOTFA finances two projects, namely, the Support to Payroll Management (SPM) project which focuses on supporting Ministry of Interior Affairs (MOIA) payroll management and transition by December 2016; and the MOIA and Police Development (MPD) project, which focuses on developing national capacity for self-sustained reform and improvement of the MOIA as an institution, as well as police professionalization.
After completion of Phase I (July-December 2015), LOTFA has initiated implementation of Phase II (January-June 2016) for the hand-over of payroll management responsibilities from LOTFA SPM to the MOlA.
Progress on SPM targets for 02 2016 are considered to be "on-track." A senior technical the meeting was held on 23 May to review Phase I and Phase II progress.
During Q2, UNDP supported the MOIA in developing a proposal for introducing 125 mid-level technical civilians onto Tashkeel, using the CBR mechanism. This proposal was approved by donors on 20 May 201 6. The proposal includes 33 positions for the MOIA Payroll Unit.
The LOTFA Oversight sub-Committee continued with the implementation of its workplan in 2016, and held meetings on 4 May and 11 June 2016.
