LOTFA Annual Progress Report 2013

Change and reform have been the key features marking the United Nations Development Programme’s (UNDP) Law and Order Trust Fund for Afghanistan (LOTFA) Project in 2013.

Elements of change have emerged within and outside the Project, entailing a progressive reform of LOTFA Phase VI at the strategic, procedural and operational level.

External dynamics, such as the on-going Ministry of Interior (MoI) reform and post-2014 planning introduced new variables and conditions within the broader context of security sector reform and adherence to Rule of Law (RoL). Internal changes to the Project, following 2012 investigation and recommendations from the Management Review Team Mission (MRT), have marked the way decision-making would take place at LOTFA. The combination of both external and internal drivers of change resulted into re-alignment of LOTFA work with the MoI priorities and needs as reflected in the 10-Year Vision; and establishment of new governance mechanisms further described in the Annual Report.
