Support to Payroll Management (SPM)

The Support to Payroll Management (SPM) project handles the police payroll, and builds capacity at finance and human resources departments so that the MOIA can take over the payroll management function in the future.

While significant progress has been made towards building capacity within the MOIA, the donors and government agreed to extend the SPM project until the end of 2017. This will help with further capacity development, and the improving of systems to meet the donor requirements and ensure robust, transparent and efficient payroll functions.

The project trains MOIA staff in payroll management, which includes rolling out the new Web-based Electronic Payroll System (WEPS), digital payroll vouchers and mobile money. These helped integrate payroll stations nationwide and now salaries are paid on a timely basis throughout the country. Provincial police headquarters in all 34 provinces are now connected to WEPS, ensuring that MOIA electronic payroll systems are functional nationwide.

The SPM project continues to integrate and reconcile the payroll system with the MOIA’s human resources records. To date, 66% of police personnel have been verified and the rest will follow. More than 87% of police salaries are paid directly to individual bank accounts, 2% are transferred through mobile money and only 11% are paid through trusted agents, mostly in areas with no bank coverage.  

The project also works to build systems within the MOIA so all payroll stations are connected to the ministry’s intranet via a secure network that enables MOIA to monitor the performance and continued availability of WEPS for users in all provinces.

What we have accomplished so far

  • Paid the salaries of nearly 157,000 Afghan National Police personnel and uniformed personnel of the Central Prisons Department.
  • Revised and finalized human resources, finance, and internal policies
  • Pay and Compensations Board established and fully operationalized
  • Web-based Electronic Payroll System (WEPS) fully operationalized and all 34 provinces connected to the system.
  • 89% of police payment made through electronic pay system, bringing down the number of police paid through trusted agents to 11%
  • All payroll stations connected to the ministry of interior’s intranet
  • Conducted 11 capacity building trainings for HR and finance departments covering 525 MOIA personnel.
