80% of Afghans live in rural areas with limited opportunities to take part in any decisions linked to the development of their community and with no ability to elect their representatives. With UNDP support, the country is gradually moving towards a merit-based system of high-level appointments at the district, municipal and provincial levels.
Making Budgets and Aid Work (MBAW)UNDP’s Making Budgets and Aid Work (MBAW) project provides technical assistance to the Ministry of Finance to develop institutional capacity for improved budget planning and management, policy and strategy development, including aid coordination, for better service delivery. The project strengthens the link between the Afghanistan National Development Strategy, the National Priority Programmes and the national budget.
Afghanistan Subnational Governance Programme (ASGP)The Afghanistan Subnational Governance Programme (ASGP) supports governance reforms in the country’s 34 provinces. It is the only comprehensive source of support to Provincial and District Governors Offices, Provincial Councils, municipalities and the IDLG.
Transitional Support to Elections in AfghanistanEnhancing Legal and Electoral Capacity for Tomorrow (ELECT II) provided direct support to Afghanistan’s Independent Election Commission (IEC) from 2012 to mid 2015. It also supported the Independent Electoral Complaints Commission (IECC).
Local Governance Project – Afghanistan (LoGo)LoGo aims to make local-level planning and service delivery more accountable; enhance local government outreach, planning, budgeting and monitoring processes; increase service delivery through piloting the provincial budgeting policy; and enhance municipal revenue generation.
Institutional and Capacity Support to the Parliament of Afghanistan (ICSPA)The secretariats of the Upper and Lower Houses of the Parliament, together with UNDP, have recognized that significant institutional reform is necessary for the Parliament to achieve its constitutionally mandated autonomy, and that capacity building is necessary to carry out these reforms.
