Projects with Multiple Effects: Newly Inaugurated Service Delivery and Revenue Generation

On 12 March 2019, the Deputy Minister for Municipalities, Mr. Abdul Baqi Popal, and the Provincial Governor of Kapisa, Mr Abdul Latif Murad inaugurated four Service delivery projects: Mobile Citizen Service Centre in M. Raqi, public toilet (men and women) in M. Raqi, Arroki Raod Concrete project in M. Raqi and 75 waste bins and one revenue generation project in Hese Awale Kohistan of Kapisa province.

UNDP’s Local Governance Project (LoGo) financially supported this with a total of AFN 6,602,533 (US$ 87,812) and technical support from design until the inauguration ceremony.

"Since our partnership with LoGo, our annual revenue generation capacity has increased from AFN 300,000 (US$ 3,990) to AFN 2,000,000 (US$ 26,600),” said Mr. Abobaker Radmanish, Mayor of Hese-Awale Kohistan. “This project is projected to increase our revenue by another 25 percent which is a boost to municipal revenue.”

Through the projects, the municipalities will be better able to deliver basic services to citizens. The mobile citizen service centre will increase access to municipal services in every part of the city. In addition, the public toilets and waste bins will serve an estimated 20,000 women and men in M. Raqi city and contribute towards improved sanitation and hygiene.

Deputy Minister Popal, stated, "The project in HAK has had multiple effects. It created employment for local suppliers and workers, and provided employment opportunities for at least 15 families. Rental revenues and business taxes for each shop will bring in more revenue to the municipality."

The revenue generation project in Hese-Awale Kohistan hugely contributes to municipal fixed revenue sources and as stated by mayor, the project brings annual revenue of 500,000 (US$ 6,650) to municipality fixed revenue which is 25% of municipal annual fixed revenue and creates regular jobs for at least 15 families.

LoGo aims to make local-level planning and service delivery more accountable; enhance local government outreach, planning, budgeting and monitoring processes; increase service delivery through piloting the provincial budgeting policy; and enhance municipal revenue generation.

UNDP’s Local Governance Project (LoGo) is funded by the European Union, Switzerland, Sweden and Italy. The project, which aims to improve service delivery and enhance the accountability and transparency of the local government, provides support to IDLG, 13 Provincial Governor’s Offices (PGOs) and Provincial Councils (PCs), 22 Municipalities (8 provincial and 14 district) and Civil Society Organizations (CSOs) in 17 provinces.
