Access to Justice and Perceptions of Corruption in Afghanistan 2019

The focus of the survey is to inform the conceptualization, design and implementation of access to justice programming in the future, with specific attention on informal access to justice systems. It aims to understand Afghan perceptions and knowledge of formal and informal justice, their access to civil and criminal justice mechanisms in the country, and their perceptions around corruption.

The objective of this report is to present the results of the survey, with emphasis on:

  1. Perceptions and knowledge of formal and informal justice systems in Afghanistan 
  2. Access and willingness to use civil and criminal justice mechanisms in the country, including reasons for not using justice options 
  3. Insights that can inform the design of access to justice programming 
  4. The extent to which data and findings confirm or contradict findings of another major survey

The study consisted of an 83-question survey designed and administered in 12 provinces across Afghanistan by the LOTFA M&E Team. Respondents were selected through a stratified random sampling method. Data were collected by a local non-governmental organization supervised by LOTFA M&E Team. Seefar cleaned the data received and con- ducted the analysis.
