Kabul City Police District Stations Infrastructure Survey 2019

The Rapid Police District Station Infrastructure Survey carried out for 19 police district (PD) stations in Kabul city, and this report on its results are an integral part of an attempt by LOTFA to build baseline data on the infrastructure and equipment of these PD stations. They are also intended to identify infrastructural needs and requirements to inform the future direction of technical assistance provided by MOIA, ANP and the international community to PD stations in Kabul city.

PD stations across Afghanistan serve as the primary hubs of policing service delivery. They are often the first point of contact between the public and the country’s rule of law and justice system. Improving only the infrastructure will not serve to be a “panacea”: individual policing capacities and behaviour, administrative and back-office support systems, and PD station relationships with police headquarters (PHQ) all need to be aligned when improving the quality of services. 

Nevertheless, making optimal use of PD station infrastructure and facilities should be viewed as a primary enabler of effective service delivery. While the survey delved into four specific parts concerning infrastructure and equipment, its overall objective was to highlight the linkages between available PD station infrastructure and potential impact on policing functions and services.

The survey aggregated different sets of data that were collected during the period December 2018 to March 2019 on facilities, utilities, most common crimes reported and security measures, as well as initial data on administration and personnel in each PD and PD station. The survey did not collect information on the weapons necessary for the police to protect themselves and the public. 

The survey results are intended to provide decision makers with an indicative view of priority issues requiring attention, but the results are not meant to provide an exhaustive or authoritative command of all PD station infrastructure requirements in Kabul city. This report on the survey seeks to develop a common, minimum set of infrastructures that can be established across all 19 PD stations in Kabul city, thereby improving equity and consistency of station facilities and the potential for the police to operate effectively.
