A full-color 'snapshot' of the National Institution Building Project (NIBP), which places renewed emphasis on developing capacity among civil servants at the sub-national level. Towards this end, national and international Capacity Development Advisors (CDAs) were placed in Bamyan, Balkh, Herat, Kabul, Kandahar, Kunduz, and Nangahar. In the near future NIBP plans to continue expansion of this strategic support in areas which have had little or no previous development assistance, particularly in the functioning of the provincial-level civil services in crucial sectors, such as agriculture, education, economy, and labor.
